I wrote a post (Charter cities en Honduras, un nuevo sueño frustrado del capitalismo libertario; in spanish this time) about the process and how even its chief founder lost his place when libertarian capitalists (such as Future Cities Development Corporation y Seasteading Institute) played the game.
It is an amazing story of how a simplistic and unrealistic vision of economic development gained attention and how it became the wet deam of ultra neo-liberalism.
